Default Water fun for toddlers

Hi All
I am sitting here sweating in Melbourne in 40+ degree heat and was wondering what fun we can have outside once it cools down a little bit. When I was a kid you could have water fights with the hose and jump over the sprinkler, but you can't do this anymore with the water restrictions. We're only renting, so we don't have a water tank, either.
My daughter is 2 and a half. Is there any way of playing with water that isn't deemed bad or unjustified? I don't have air conditioning, or use tap water on the garden, only grey water, and I am confident that we are well under the usage target of 155 litres per person (we were last bill). Still, I think I would feel guilty about playing with the water.
Mind you, I'd hate to see how many people still use tap water to fill up their swimming pools......
Any suggestions?

During the drought in SEQ I still would let me girls play at least once a week in one of those shell paddle pool things that have the cover and are also used as sand pits.

The rationale I took was that when they were finished playing in there I could bucket the water on to my garden. The girls would shower with me each day, I used a front loader washing machine, played the if it's yellow let it mellow game and never washed the car

I know that paddle pools were on the banned list at my city's webstite, but I just could not go through summer without them having a bit of a splash

I'd put the water in the paddling pool and call that their bath for the day.

I haven't had to live with water restrictions yet but have been careful for a long time, knowing what was going on in Australia. I know a few people in Melbourne who would do the paddling pool for the bath thing.

What do people do that have vegie gardens? Surely there must be an allowance for something so practical, useful and energy saving, given how much water and energy are used commercially. I'd be watering the kids and vegies at the same time if it was allowed.

What about water pistols and spray bottles they dont use much water . My 3 yo can manage them any younger you could just chase them. We think thats fun
